1. Mix together sugar, instant coffee, cinnamon and salt in large bowl. Add the water and vanilla and whip with an electric mixer until smooth and fluffy, about 4 to 5 minutes.
2. Break up the chocolate bar into small pieces. Heat the milk in a saucepan until it reaches a gentle boil. Remove from heat and add chocolate. Whisk until chocolate has melted and the mixture is combined and smooth.
3. Transfer to two large mugs. Top with whipped coffee mixture, then sprinkle with mini chocolate chips. Serve immediately with a spoon, stir and enjoy.
